First applications, renewals, exemption from age 65… A look at who must take the civic exam — and who is exempt.
Not all foreign nationals are subject to the civic exam. Here are the situations concerned and the main exemptions.
Who must take it?
Since 1 January 2026, the civic exam concerns first applications for a multi-year residence card and a resident card, as well as naturalisation applications.
What about a renewal?
Important point: when renewing a multi-year residence card or a resident card, the civic exam is not required. The obligation applies to new applications, not renewals.
Exemptions (including age)
Some people are exempt, notably under article L. 413-5 of the CESEDA:
- from the age of 65: automatic exemption, on proof of age;
- people whose state of health or disability makes taking the test impossible (exemption or accommodation);
- beneficiaries of international protection (refugees);
- students, trainees and au pairs.
Every situation is different, so confirm yours with the relevant authorities (préfecture).
